Public enterprises play a vital role in the planned development of a country like India. They have stood the test of time braving the tide of privatization and liberalization. Now they look as if they are the saviour of the global economy hit by recession and financial meltdown. At the heart of their origin, public enterprises have two big but opposing dimensions - social and business. Both the dimensions directly impinge on their objectives, policies and strategies. In the interest of their efficiency and effectiveness there is an urgent need for harmonizing these two conflicting dimensions of public enterprises. In this background, the paper seeks to examine the dimensions along with their policy implications and suggest a satisfactory model for solution.en_US
